via Business World online The per pulse billing scheme is the latest of a string of new regulations for telcos in response to complaints last year of “vanishing” mobile prepaid credits or “load” due to dropped calls and “spam” text messages, among others. Regulators imposed the per pulse billing so that subscribers are charged only for actual time consumed.
Last Dec. 16, telcos were required to adopt the per-pulse billing for calls between two different networks. Calls within the same network were subjected to the new billing scheme starting Dec. 6.
NTC cease-and-desist orders dated Dec. 9 insisted that telcos should have billed phone calls within the same mobile network for every six seconds consumed under the new per pulse billing scheme starting Dec. 6, and that any difference between the old and new billing should be refunded.

Friday, 08 January 2010 Manila Times: The National Telecommunications Commission (NTC) has granted Smart Communications Inc.’s request to extend its unlimited text and call promo until April despite the temporary suspension of the service last month.
The regulator said it has approved the promo called SmartTalk Plus Promo nationwide under the brand Smart Buddy from January to April 30 this year.
Under the promo, Smart to Talk ‘N Text subscribers can avail unlimited text and calls from 10 p.m. to 5 p.m. of the next day. From 5:01 p.m. to 9:59 p.m. the company will then charge P2.50 per minute per call and P0.20 per text for Smart and Talk ‘N Text subscribers. Telecommunication companies, or telcos, withdrew their unlimited text with voice call offering after the National Telecommunications Commission (NTC) denied their request for the suspension of the promo during the holidays.
In a letter dated December 10, Smart Communications Inc. informed the commission that it has abandoned their application to extend its Text and Call Combo Promo, Call Night Long Promo and Smartext 30 and Smart60 for Gold Lite Subscribers.
The Globe Telecom's Touch Mobile also withdrew its Unlimited Night Calls Promo.
